Govt. accords priority to NE road network: Gadkari
TK Engineering and PH Construction gets NHIDCL awards

NEW Delhi, Jul 27: Union Road Transport & Highway Minister Nitin Gadkari said that NDA government is according priority to the road network in the North East region. He said this during second inception day celebration of the National Highways and Infrastructure Development Corporation Ltd (NHIDCL) at New Delhi on Tuesday.
"We will change the face of North East region by constructing hundreds of new highways. People of the region have for long felt neglected and it is the duty of government of India to erase that feeling. Road development will eventually lead to development of the whole region," said Gadkari.
He further directed NHIDCL to give first preference to local contractors. "Project should be divided into small packages. First preference during tender process should be given to local contractors. This will help to generate employment opportunities. But there should not be compromise with the quality," he added.
He also urged state government to speed up land acquisition process and expressed concern over delay stating that it is hampering the whole highway construction process.
Minister further appealed government officials not to harass contractors by pending files for months without any valid reason and said soon he will hold review meeting with NHIDCL officials to check any such issues. Managing Director of NHIDCL Anand Kumar during a brief presentation shared that Doimukh-Harmuty road will be developed into two-lane highway.
The National Highways and Infrastructure Development Corporation Ltd (NHIDCL) awarded two of the Arunachal based road construction agencies namely TK Engineering consortium limited and PH Construction as best performing agencies on the occasion. NHIDCL is a fully owned company of the Ministry of Road Transport & Highways. At present several highway projects under NHIDCL are being executed in various parts of North East, Jammu & Kashmir, Uttarakhand, Andaman and Nicobar Island.
On behalf of TK Engineering, project director Syed Ghiyasuddin and Puna Hinda, proprietor of PH construction received the awards from Gadkari. While presenting the awards, Gadkari expressed happiness over performance of two Arunachal based agencies. Both were awarded for achieving target set by the NHIDCL in project completion.
The government of Assam was also awarded for faster handing over of land required for construction of highways.
During the day, a conference on appropriate technologies for soil & slope stabilization & road construction in high rainfall areas was held. Experts from across India and abroad participated in the conference and highlighted the several new technologies available to deal with challenges of road construction in hilly region.
Chief Engineer Highway Bora Ete along with team of PWD Highways attended the conference. Several road construction agencies currently undertaking project in high rainfall areas of North East region also attended the conference.
Landslides pose threat to Tawang Monastery
TAWANG, Jul 27: Landslides triggered by heavy rain over the past several days have once again posed threat to the world famous Gaden Namgyal Lhatse Monastery also known as Tawang Monastery.
Road in many places, including the portion of road leading towards the entry at the rear side of the monastery, has been damaged.
Deputy Commissioner Sang Phuntsok, who visited the monastery to take stock of the damages, directed the PWD to start restoration works immediately. DIPRO
CM gives go ahead to 3 IT-enabled projects
ITANAGAR, Jul 27: Emphasizing on e-governance to ensure good and simplified governance, Chief Minister Pema Khandu gave a go-ahead to three important Information Technology-enabled projects -- Survey Management System (SMS), Metadata Dashboard and Early Flood Warning Systems.
The survey feature in the SMS system will allow the user to create, send, and collect responses for basic surveys quickly and easily; used as crowd sourcing to get inputs from the common public. The information thus generated will help in formulating policies based on the responses from the public, observed Sonam Chombay, Secretary, Information Technology.
Also the benefit of such system is that it will encourage participative governance, he said.
The state IT team explained the advantages of having a metadata dashboard system to have easy analysis of the data.
Further, a satellite based IT solution for early flood warning system was also showcased during the meeting and the CM and Deputy Chief Minister Chowna Mein instructed that a detailed presentation on this matter be organized at an early date.
MPs voice concern in LS over flood devastation
Ering seeks central assistance to tide over flood situation
NEW DELHI, Jul 27: Members in the Lok Sabha today expressed concern over the flood situation in various parts of the country and asked the government to take urgent steps to tackle the situation. Members cutting across party lines raised the issue of incessant rains in various parts of the country and the problems caused by it.
Raising the issue during the Zero Hour, MP Ninong Ering said that Arunachal Pradesh was under the influence of heavy floods and five villages have been washed away. Since the state does not have sources of revenue, the Centre should help it at the utmost to tide over the situation.
C K Sangma (NPP) said Home Minister should especially visit the North East to see for himself the situation so that the Centre can take pro-active measures. Congress MP from Assam Gaurav Gogoi sought a short duration discussion in the House so as to get government's response on how it was tackling flood situation. He said the situation in Assam was really very serious.
BJP MPs Rekha Verma and Ganesh Singh and MP Rajesh Ranjan (Jan Adhikar Morcha) also raised the issue during the Zero Hour. PTI
NCP not happy with Governor
ITANAGAR, Jul 27: The State Unit of Nationalist Congress Party (NCP) urged the Governor Tathagata Roy to conduct the oath taking ceremony of council of ministers at the earliest for smooth functioning of the Govt.
Stating that the party was not happy with the attitude of the Governor Roy, who supposed to conducted the oath taking ceremony of the council of ministers on July 27 but avoided it 'purposefully', party president Gicho Kabak said that Roy should use his own wisdom according to the provision of the Constitution of India instead of acting at the behest of BJP.
Tathagata Roy is tracking the unconstitutional way as that of Governor JP Rajkhowa. He is trying his level best to delay the oath taking ceremony of council of ministers which was supposed to be held on July 27, Kabak said.
"The MLAs, who were ready for oath taking as ministers, were surprised at the Governor's absence," he said.
The people of Arunachal Pradesh are fed up with mischievous politics of BJP led Govt. in the Centre. BJP should not disturb the democratically elected Congress govt. and let the Pema Khandu led Govt. work properly for all round development of the state, otherwise grassroots people may revolt against the BJP, he cautioned.
12 villages cut off in Wakro circle
ITANAGAR, Jul 27: 12 villages remains cut off from Wakro EAC HQ in Lohit district due to damage of surface communication from Karhe to New Kathan Village under Wakro circle caused by the flood water of Sukhanala and Tapui Nala.
Bekhuliang village under Sunpura circle is also cut off from the rest of district. District Administration in co-ordination with local leaders and public of Bhekhuliang village successfully transshipped 70 quintals of Rice over head across Haju River. DFCSO informed that food will be dispatched using the same method in coming days so that essential commodities reach the inhabitants of Bekhuliang village. Restoration works are going on in several places as the weather has improved and water levels are receding.
Incessant rain damages Liromoba-Tai road
AALO, Jul 27: Rain over the past one week caused considerable damages to Liromoba-Tai Road and many other PMGSY roads connecting Liromoba circle.
Though Tai- Liromoba road has been restored for commuters urgent preventive measures are needed to stop further damages as there are many vulnerable points, where rain may lead to disruption in road communication.
The WRC fields along river Esko have also been extensively damaged due to flooding of the river and farmers of Liromoba are facing tough time protecting their WRC lands.
Joint inspection team surveys flood affected areas
NAMSAI, Jul 27: The joint inspection team of Namsai and Changlang district on Wednesday inspected the flood affected areas and surveyed the entire bank of Noa Dihing River from Diyun to Innao.
The team will pursue the government with proposals for funds to carry out immediate measures to control the situation. They will also apprise the Deputy Chief Minister for deputation of the concern department for survey and preparation of proposals.
The Deputy Chief Minister Chowna Mein during his recent visit to flood-affected areas had directed the district administration to form the joint inspection team from Namsai and Changlang to conduct a thorough survey of the areas.
Meanwhile, aid and support for flood affected people have started to pour-in with the members of All Namsai Area Youth Association distributing food items, mineral water, ORS and clothes to flood-affected people at Lekang.
The items were contributed by Namsai Bazaar Secretary Chow Piliksha Longkan, Wonney Cloths Store and Akash Cloths Store.
The Namsai Women Welfare Society has also provided relief materials to the flood victims at Jenglai Relief Camp, Piyong circle.
Lilly R Jamoh, Assistant Professor at Dera Natung Govt College and Nobin Jamoh also contributed Rs. 20,000 and Rs.5000 to the flood victims of Namsai on Wednesday.
The amount was deposited in the account of All Namsai District Students Union.
The team was led by Chow Kyaseng Mounglang and Lajala Singpho who surveyed the areas along with PRIs members and public leaders from both the districts.
ABKYW demands immediate restoration of power supply
ITANAGAR, Jul 27: Adi Baane Kebang Youth Wing (ABKYW) called on the Commissioner Power and submitted a memorandum for regular supply of electricity in Pasighat and adjoining area in East Siang district.
The Commissioner Power endorsed the matter to Chief Engineer Power and assured to look into the matter on priority.
ABKYW stressed on restoring regular supply of electricity in the oldest town of the state and worried about the difficulties faced by common public as well as government offices due to erratic power supply.
Stating that it will keep a regular vigilance and monitoring on the action of department, the Youth body further claimed that in earlier occasion also the govt had sanctioned multi crore funds for 132 KV line from Pasighat to Aalo, but till date there was no progress of the work and it must be properly implemented.
It also demanded the state government to immediately release the relief packages/assistance for Namsai and Lower Dibang Valley to homeless flood victims who have also lost their paddy field and livestock.
Differences over IMFL plant continue

RUKSIN, Jul 27: The differences over setting up of the proposed IMFL distillery and bottling plant at Industrial Growth Centre in Niglok, Pasighat continue with local villagers and land donors supporting the establishment of the unit for economic growth.
The local villagers of Ngorlung and Niglok villages, including the land donors are of the opinion that installation of the IMFL distillery plant or any industrial production unit within the IGC would prove a boon to rural economy.
Apart from generating employment opportunities to the local unemployed youths, the bottling plant, if set up, would buy raw materials required for the plant from the farmers thus improving the livelihood of farmers, they said.
Reacting to recent move against establishment of the unit by some organizations, they appealed them not to act
against the IMFL factory or any other industrial unit without consultation with the local people.
Installation of IMFL production unit/bottling plant does not mean that cheap liquor will be available there for consumption, the villagers said.
Few woman organizations are opposing the IFML distillery unit in the IGC with the apprehension that setting up of such liquor distillation and bottling unit and tobacco factory would prove disastrous on public health, particularly the youth.
MP Ninong Ering also moved former Chief Minister Kalikho Pul to reject establishment of IMFL factory in IGC, Niglok.
A success story of a village

Shyaro, a small village under Lhou Circle of Tawang District with some 250 people created a history in the state by starting a self managed hostel facility for the students of Govt Upper Primary School Shyaro.
SMC members, Village elders, parents, govt employees from the village working in different places of the state were in dilemma by the decreasing trend of enrollment in the school in the village in last few years. As a result, the villagers and all well wishers decided to start a self managed hostel to provide a better education to the student.
Gendan Tsering, a young Gaonbura says "These days education is the most important part of human life. Everyone cannot afford modern education of such kind due to poor income source. The number of students in the Govt schools are decreasing day by day even though govt is providing free education to the children."
SMC Chairman Tow Tsering stated "in villages, parents didn't allow children to read after regular school hours as children have to help them in household activities. As a result, the attentions of the children are diverted to other fields which are not related to their school curriculum."
So faced with these issues, the village decided to run a self managed hostel for students. On July 27, all the students and villagers gathered to inaugurate self managed hostel.
15 boarders of which nine are girls were admitted to the hostel while there is a warden and one cook for the hostel.
There is also provision of games and sports, dress code and other activities for all round personality development of children. Monthly recurring expenditure will be borne by villagers with a monthly contribution.
The villagers have appealed the parents who have admitted their wards in various private schools to re-admit their child in the village school. They are confident that their hard work and sacrifice will bring fruitful result in coming days.
Independence cup soccer tourney kicks off in Tawang
TAWANG, Jul 27: Two times defending champion Shyo FC registered a comfortable 3-0 win over Pangchen Valley Sports Club in the opening match of the Independence Cup Soccer Tournament, which began at High Altitude Sports Stadium here on Wednesday.
Government Higher Secondary School toyed with Humanity First's defence in the second match of the day bulldozing it 5-0.
Altogether, 16 teams from various parts of the district are participating in the tournament, the final of which will be played on August 15.
The winner will be awarded cash prize of Rs.1 Lakh along with trophy,
Tawang Deputy Commissioner Sang Phuntso, who declared the tournament open by kicking off the ball, in presence of Commandant SSB 38th Bn, Z.Nakhro and Mukto Anchal chairperson Namgey Tsering, advised the players to uphold healthy competition and showcase sportsmanship spirit. "Participation is more important than victory" he said.
Commandant 38th Bn SSB Nakhro lauded the efforts of the organizers for organizing the tourney despite harsh weather and unfavorable geographical location.
The tournament is organized by All Tawang District Students Union and sponsored by Tawang MLA Tsering Tashi.
Yamin Hazarika Woman of Substance Award 2016
ITANAGAR, July 27: "If I am asked to throw the discus again, I will definitely get a silver medal if not the gold," said veteran athelete from Assam, Tayabun Nisha while accepting the Yamin Hazarika Woman of Substance Award 2016. Nisha is the first woman athlete to win a medal for Assam at the national level who broke a national record in discuss throw in 1971 and represented the country in several international events across the globe. She had represented India in the 1982 Asian Games.
Nisha is the second recipient after noted author and columnist Indrani Raimedhi who received it last year. This award was institutionalized to honour late Yamin Hazarika, DCP, Delhi Police, who passed away while still in service. She was the first woman police officer in the central services from Assam, a trendsetter in those times. The award is given by Women's Hub, a collective of women professionals from around the country.
This year's award ceremony was held on her 17th death anniversary on 24 July at Guwahati amidst an august gathering. Dr. Nahid Islam said that this award is given to honour and appreciate women from diverse fields who have made a mark against all odds.
The function opened with three books written by members of Women's Hub being released by the guests. This event was co-ordinated by Dr. Shabnam Choudhury, Dental Surgeon. Noted writer Indrani Raimedhi released the book Aasroi written by Nazin Ahmed. Ahmed became emotional when talking about her late father who had inspired her to write.
Santikam Hazarika released Marjina Haque's book Anutapto Prabansak, which is a set of short stories based on real-life stories. Dr. Dhruvajyoti Saikia, VC, Cotton College State University, released a book of poems by Tinat Atifa Masood. The collection, titled '10 on 20', has random thoughts on love and drug addiction.
Sabrina Iqbal Sircar, Department of Political Science, Cotton College, moderated the Panel Discussion on the theme 'Women: Breaking Stereotypes.'
Assistant Jailor, Tezpur Central Jail Nayama Ahmed spoke of the challenges she faced when taking up a job that was traditionally given to men. She said that one has to rise above the obstacles that come in the way of fulfilling one's responsibilities.
First Car Driving Trainer in the Northeast Darshana Sengupta spoke of the need for women to take an active interest in their own well being. She said that she started a women's car rally to inspire women to live life fully.
Program Coordinator for UTSAH, a child rights organisation, Megha Kashyap spoke of the challenges she faced when she gave up a secure future in a job to take up social work. She said women must come out of the restrictions imposed by society.
Taanishi Inaam, Entrepreneur Taanishi Inaam quoted Malala Yusufzai who said, "I raise my voice not to shout but for the voiceless to be heard." She shared a few tips on how to be successful: do not stuck with micro management, do not feel guilty about your work, and have different dreams to strive for."
Wildlife activist Purnima Devi shared her experiences during her struggle to save an endangered bird Greater 'Adjutant' Stork or Hargilla, in Assam. She spoke of the physical hardship she had to face and sacrifices she had to make to commit to such causes.
While summing up, Sabrina Iqbal Sircar asked the audience to reflect on who creates stereotypes and how they permeate in society. She said one should be aware of how such stereotypes hinder women's development.
Yasmin Ahmed, sister of Yamin Hazarika, Indrani Deb, Chairperson of FICCI FLO, Swabera Islam, academician, Jabin Rahman Ghosh Dastidar and Huma Hazarika Sharma, daughter of Yamin Hazarika, felicitated the panelists.
Nellie Ahmed Tanweer, eminent educationist shared her impression of the late Yamin Hazarika, her cousin and friend, who she knew very closely. She recalled how, when going out for a family dinner, they spotted a man lying on the road fighting for his life and Yamin Hazarika immediately stopped the car and rushed the man to hospital. She said that for her cousin, work always came first. The late Yamin Hazarika was known since childhood for her quiet demeanour, hard work and for being a vivacious reader. Tanweer hoped that younger generations will be inspired to follow her example and make the nation proud.
Vikram Hazarika Sharma, Yamin Hazarika's son, recalled the precious time that he and his sister spent with their mother. He said that they never felt neglected even though their mother was a busy police officer in Delhi.
Reshma Shah, Education Consultant, introduced the awardee Tayabun Nisha. She said that it was the undying spirit and hard work of women like Tayabun Nisha who can be an inspiration for younger generations.
The awardee was presented with a shawl, a salver and a bouquet. In her acceptance speech, Tayabun Nisha said that she was touched by the gesture. She recalled her early days when she had to look after her younger siblings after her parents passed away. She also shared her adventures when travelling alone to different places to play. She advised the younger generation to lead a fit and healthy life by doing exercise regularly. She suggested that such functions should be held at different educational institutions to inspire the younger generation.
Sheila Bora, noted historian pointed out that the women's movement was just taking shape throughout the world when women like Late Yamin Hazarika broke many stereotypes and joined a profession which was dominated by men. She said that the late Yamin Hazarika's life will inspire many to follow in her footsteps.
Dr. Dhrubajyoti Saikia said that backward societies such as tea tribes and scheduled castes need to be empowered. He said that society needs more Yamin Hazarikas to combat the problems in society. Indrani Raimedhi, in her speech, said that one should also try to understand the forces that drive women to commit crimes. She announced that she will be dedicating her next book in the memory of Late Hazarika.
Anjuman ara Begum, lawyer and activist recalled the struggles she faced when working on the ground with different communities in different parts of the world.
The strains of Assam's state anthem 'O mur apunar dex' marked the conclusion of the memorial meeting held in memory of one of the iconic daughters of Assam, late Yamin Hazarika.
Meet resolves to conduct 'Adi-Mising Convention'

RUKSIN, Jul 27: Mising Autonomous Council (MAC) Chairman Parmananda Chayengiya (Pangging) opined that though there may be some impediments in Adi-Mising re-union process that can be solved through proper negotiation.
He was addressing a coordination meeting of Adi Students' Union (AdiSU) and Takam Mising Porin Kebang (TMPK) at Gogamukh in Assam's Dhemaji district organized by Adi-Mising Baane Kebang (AMBK).
Stating that the effort for re-union of the two communities was started way back during Mising Baane Kebang at Kulajan (Silapathar) in 1966, the MAC Chairman stressed on preparing a roadmap by the joint committee for the coming generations.
Speaking on the occasion, AMBK Secretary Okom Yosung and Adi Baane Kebang (ABK) Youth Secretary Toyi Modi and AdiSU leaders assured their cohesion with the Mising people living in upper parts of Arunachal Pradesh and Assam for any efforts to elevate their socio-economic, cultural and political status.
Yosung, who also is the president of East Siang unit of Adi Baane Kebang, reiterated that Assam-Arunachal boundary is a political demarcation only and it cannot separate the genetic relation between the two groups with same origin.
The meeting adopted resolution to convene 'Representative Meeting' with the members of various Adi and Mising organizations at Pasighat during October this year and also organize 'Adi Mising Convention' in the subsequent period.
Among others, AdiSU general secretary Buteng Tayeng and Finance Secretary Kaling Eko, ABK member Austim Muang and TMPK leaders spoke on the occasion and supported the joint efforts for a stronger Adi-Mising bond.
AMBK president Raju Medok, who presided over the meeting, stressed on the need to formulate an effective mechanism to unite the students and youths of both the communities.
Discussions were also held to chalk out a policy for socio-economic and educational development of the Adi and Mising tribes.
The main objective of the meeting, however, was to constitute some Joint committees of students in order to deal with problems faced by students of both Adi and Mising communities studying in different parts of the country and capital towns.
179 youths selected to undergo skill development training
ITANAGAR, Jul 27: A total of 179 candidates from various districts of the state have been selected to undergo training in various trade like; business processing & outsourcing (BPO) at Learn to Earn, driver-cum-mechanic at RIMT, travel tourism and hospitality at Orion EduTech Pvt. Ltd, Laboratory Assistant at Health Care Foundation and computer accountancy at JIS. They will also be imparted training on soft skills like spoken English, communication skill, internet browsing etc.
The candidates have been selected by five empanelled Vocational Training Provider with department of Skill Development & Entrepreneurship namely; Learn to Earn (Delhi), RIMT (Punjab), Orion Edutech Pvt. Ltd (Kolkata), Health Care Foundation (Delhi), and JIS (Kolkata).
During a briefing-cum-send off programme in Udyog Sadan here on Wednesday, Skill Development & Entrepreneurship, Director, Subu Tabin along with Assistant Director, J. Riba, Assistant Director, General Manager of Orion Edutech Jyotisko Maitra and representative of five other VTPs briefed the youth about the training and urged them to complete it with dedication in order to find a suitable job after its completion.
Strategic action plan needed for proper implementation of IDCF
ITANAGAR, Jul 27: Commissioner (Health & Family Welfare), Hage Kojeen has emphasized the need for a strategic action plan for intensified diarrhea control programme as well as its proper implementation at field level to prevent diarrheal death among children.
He was addressing a state steering coordination committee meeting on Intensified Diarrhea Control Fortnight (IDCF) held at Banquet Hall here on Tuesday to discuss and plan strategy for implementation of IDCF which begins from July 29 next.
Kojeen also emphasized use of all the medium of mass media and suggested that interpersonal communication through ASHAs, ANMs should be properly channelized for better dissemination of IDCF message. He further stressed the concerned line departments to issue directive to district officials in this regard.
NHM Mission Director P.N. Thungon also said that strengthening of convergence with multi-sectoral and coordination among all the stakeholder departments at all the levels from state headquarters to block level can pave way for smooth implementation of IDCF. He informed that Diarrheal diseases remain a leading cause of preventable death, especially among children under five in developing countries. Estimates show that over 1.2 lakh children less than five years of age succumb to diarrhea every year, he added.
DHS Director, Dr. Moji Jini further emphasized on creating awareness on hand washing technique among children and their caretakers at community level and stressed the need for ensuring potable drinking water since contaminated water is the main cause of diarrhea.

Wearing helmet made compulsory for bike riders in Tirap
KHONSA, Jul 27: Tirap District Administration while launching a week-long road safety awareness campaign here on July 25 has made it compulsory for bike riders to wear helmet.
Makeshift check points in and around Khonsa Township were set up to check and verify vehicle documents, drunk and reckless driving and use of helmets by a team of officers comprising the District Transport Officer, DSP, MVI and COs.
Pamphlets containing information on road/traffic safety are being distributed among the drivers and vehicle owners.
Tirap Deputy Commisioner Ravi Jha, who is also the Chairman of the Road Safety Council, stated that the awareness campaign was necessitated in view of the growing instances of road accidents in Tirap district, some of them fatal ones, mainly due to reckless and drunk driving.
The awareness campaign will conclude on July 29 at Government Higher Secondary School here. DIPRO
Flood claims one in Lohit, CM announces ex-gratia
ITANAGAR, Jul 27: One person identified as Gorailun Kora, aged 45 years drowned on July 26 in the flood water at Sunpura circle of Lohit. His body was recovered this morning by a team consisting of Govt officials, public, police & ITBP. The man drowned while returning from his agricultural field.
Chief Minister Pema Khandu announced an ex-gratia relief of Rs 4 Lakhs to the next kin of Gorailun Kora as per the norms and instructed the Deputy Commissioner Lohit to release the amount. The CM has condoled the death of Gorailun Kora and prayed to almighty to give enough strength to the bereaved family members to bear with the losses and also for the eternal peace of the departed soul.
DC Danish Ashraf, and MLA Dr. Mohesh Chai have expressed deep condolence at the passing of Kora. DA has initiated ex gratia payment for the relatives of the deceased.
DC Ashraf has announced that he will contribute half of his one month's salary for flood relief purposes.
CEO reacts at wall collapses report
ITANAGAR, Jul 27: Chief Estate Officer Talo Potom on Wednesday reacted to the news of collapsed wall of AG Building in Mowb II published in this daily adding that he had rushed to the spot and examined the situation.
CEO further clarified that on his request occupants of Meming Bengia and M. Dolo buildings vacated their apartment and that evacuation was also shared with District Administration and Police. The removal of debris was not carried out fearing more devastation due to the incessant rain, CEO stated.
He added that on request of Bengia for construction of a wall, he had called the Accountant General, Arunachal Pradesh in their presence and which was agreed to by AG office. On quality work of the wall, CEO further said that his office has nothing to do with quality of construction. On the issue of encroachment, CEO added that matter was resolved before 2009 and boundary wall was constructed in 2012.
Free Hepatitis screening at Heema
ITANAGAR, Jul 27: To mark the World Hepatitis Day, the Indian Medical Association (Arunachal Chapter) is organizing "Free Hepatitis Screening in collaboration with Heema Hospital on Thursday (July 28). Those found positive for Hepatitis 'B' will be able to avail further DNA quantitative PCR test outside the state at a discount rate, a release said.
Students asked to practice values in life
ITANAGAR, Jul 27: Swami Veda Vidyananda of RK Mission Itanagar has asked students to practice values like renunciation and service in everyday life. He said this while addressing an orientation programme for NSS volunteers, which was held at VKV, Chimpu here on Wednesday.
He also said that external cleanliness and internal cleanliness are equally important for developing a balanced personality. 'If we want to make our nation strong each one of us should be strong, intelligent and cooperative', he added.
Explaining the motto of NSS, State Liaison Officer NSS, Dr. VN Sharma said that it encourages values like helping others, kindness to our fellow beings and service without expecting anything. He further said that it is the duty of NSS volunteers to create awareness on social problems and help eradicate it.

ITANAGAR, Jul 27: The All Arunachal Pradesh Labour Union (AAPLU) has in a representation to the state Chief Secretary on Wednesday, appealed her to issue strict orders to all the departments of the state to properly advertise any vacancy and conduct interview to appoint only the deserving candidates.
Many illegal appointments have been made in various departments of the state recently, the Union claimed adding that such malpractices have deprived many unemployed deserving candidates of their right to face interview and get appointed for any kind of job.
CCPDA mourns death of its senior member
ITANAGAR, Jul 27: One Ladu Lal hailing from Sujangarh, Rajasthan died after a heart attack on his way to the hospital this evening. He was working as manager at M/s Arunachal Petroleum Depot, Nirjuli. Late Lal is survived by one daughter and 2 sons. He was also senior member of the Capital Complex Petroleum Depot Association (CCPDA) for the last 28 years, informed the Association in a release.
Body of Lal will be sent to Rajasthan tomorrow by flight, the release added.
Meanwhile, the Association has expressed deep sadness over sudden demise of Lal and prayed to the Almighty for eternal rest of the departed soul.
Org urges DEE to revoke transfer of teacher
ITANAGAR, Jul 27: The United Youth Front of Mechukha Sub-Division (UYFMS) has urged the Education Department to cancel the transfer order of one Ram Bund, teacher (AT/A) of Govt. Upper Primary School, Tato under Mechukha Sub-Division, who has reportedly been transferred from the school without a reliever.
The UYFMS, in its representation to the Director Elementary Education, lamented that the school was already facing acute shortage of teachers for the last many years and the sudden transfer of the teacher would hamper the smooth functioning of the academic session.
The youth body requested the DEE to revoke the transfer order of the teacher unless reliever is posted in the greater interest of students' community.
Moreover, the Govt. Upper Primary School, Tato was recently upgraded to Secondary school and more teachers and staff would be required.
Youths trained in basic computer course

DAPORIJO, Jul 27: In all, 20 youths underwent free basic computer training which was conducted by the Aying Multipurpose Co-operative Society Limited Aying Muring, a local NGO here on Wednesday.
Speaking on the occasion, the Society's chairman, Tania Cheke informed that the training aims at imparting basic computer knowledge to the local youths to help them get self reliant. He further said that various welfare activities like creation of self help groups, piggery and poultry farming besides, horticulture and agriculture activities have been undertaken by the society to encourage the local youths.

Prioritization of road connectivity
Dear Editor,
As per Census 2011, we have 5513 villages. As RWD is the implementing agency of PMGSY programme in the State, it is now necessary to know how many of villages have been connected and how many left to be connected under this programme.
Many project proposals related to village connectivity are coming for inclusion in priority list of PWD against the Ministry of DoNER under NLCPR, NEC, CRF under MoRTH & RIDF under NABARD. PWD is usually dealing with NH, important State and township roads but as proposal for village connectivity is being given priority, it is now difficult for PWD to maintain its normal road works or improvement of existing roads.
Now, State Govt. should list out the remaining villages yet to be connected under PMGSY programme and ascertain whether in can be included in coming year programme. If PMGSY source is insufficient to fund village connectivity roads, then RIDF(Rural Infrastructure Development Fund) under NABARD may be used as additional source and village connectivity be prioritized under this source.
As on date, we have five sources of funding for road projects -
Fund under CRF be used for construction of permanent new bridge in place of old Bailey bridge and construction of new bridge which cannot be taken up in NLCPR, NEC funded roads as specific component of bridge only.
It is also seen that Minister holding the post of department dealing with road works are concentrated in bringing projects in their constituency only rather he should stressed on equal distribution of projects in entire 60 constituency of State from above five sources of funding.

To compromise with the quality of work has became a tradition and culture for our Arunachalee Engineers and Contractors. Sometimes I wonder why they do not realize that our state will never grow and prosper if they don't quit this practice.
I wonder whether they feel any shame looking at the pathetic and deplorable conditions of highway, sector roads, schools & college buildings, hospitals and other infrastructure and facilities. Don't they feel pain?
It’s a matter of shame that Arunachal has miserably failed to give birth to a dedicated, efficient and honest engineer.
In our state corruption has reached its height and in this alarming situation the
Government needs to take effective measures to curb and eradicate corrupt practice.
If no effective measures are taken, in the coming 5-
